The promise and politics of regional tax-base sharing

Abstract

This issue a working paper written for GROWING SMARTSM, APA's major initiative to update US state planning enabling legislation. The author first provides the rationale for tax-base sharing on a metropolitan level. He then describes his efforts as a member of the Minnesota House of Representatives to usher a revised tax-base sharing bill through the legislature in 1995. Although passed it was vetoed by the governor and will most likely be reintroduced in some form in the next session. -from Author
