Abstract

This article tries to answer the question 'what difference does the separation of powers make?'. It begins by defining the differences between democratic regimes, and moves on to study four key questions about the extent to which the separation of powers 'matters'. The discussion concentrates on these questions because they address the central theoretical and empirical concerns of comparativists, which are the 'big issues' in the study of politics.
