Community coalitions for the prevention and treatment of substance abuse have formed in all 50 states, both with and without external financial support. Federal support for local coalitions has been provided through The Center for Substance Abuse Prevention (12) and the Office of National Drug Control Policy. Private foundations have also heavily supported anti-drug coalitions, such as the Fighting Back initiative that was funded by the Robert Wood Johnson Foundation. This project focused on the development of community-based initiatives that worked to reduce the health, social and economic harms associated with substance abuse.
