Abstract

How well has Minnesota done in addressing its water resources using an integrated approach that is based on sound information? How well does current water policy meet Minnesota’s future needs, and to what extent have precaution, transparency, and accountability guided these policies? Positive responses to these questions are critical as Minnesota addresses its growing demands for clean water and energy, and an expanding urban population. This it must do while trying to be a good headwaters steward.
