Abstract
Indianapolis-Marion County, Indiana, is currently developing a local wellhead protection program (WHPP). This case study reports on the methods used to develop two major WHPP components for Indianapolis: wellhead protection area (WHPA) delineation and regulation of surface activity (land use). We explore implications of these methodological choices in terms of difficulties in the planning process and develop several practical recommendations for municipal planners involved in local wellhead protection.
