Abstract
The insulating regime of granular or clustered quench-condensed films was studied. Ga films that earlier exhibited the most striking metallic regime were considered. It was proposed that the nonlinear I-V characteristics found in the insulating regime may be evidence of a Bose insulating state, which could be either a Cooper pair CDW or Cooper pair crystal.
