Funding Information:This work took place in 1998 as part of an international project aimed at strengthening the ethnic minority education in People’s Republic of China (PRC). The project was sponsored by the Asian Development Bank (ADB). Its purpose was to establish a management information system to guide and assist officials of the Department of Ethnic Minority Education (DEME) of the State Education Commission (SEdC) and county level ethnic minority education officials in conducting research on the development of a county-level teacher management information system. This work included four ethnic minority autonomous counties. The project experience will be used to guide the development of a national ethnic minority teacher management information system. Specifically, a county-level teacher management information system is designed to collect and provide information about each teacher and use the information to upgrade the quality and quantity of education for ethnic minorities. The SEdC (now the State Ministry of Education) conducts statistical surveys of education annually. These surveys are based on large amounts of information collected at the provincial level. This kind of survey data only includes information using each school as a unit of analysis. It does not collect information on individual teachers.
