Cross-site analysis of victim-offender mediation in four states

Abstract

Although there were only a handful of victim-offender mediation programs in the late 1970s, there are currently more than 100 programs in the United States, 26 in Canada, 18 in England, 25 in Germany, 40 in France, 54 in Norway, and 20 in Finland. Austria has a federal policy of promoting the use of mediation with young offenders (Umbreit 1991a). The vast majority of victim-offender mediation programs in the United States work with juvenile offenders (Gehm 1990; Hughes and Schneider 1989), although a growing number work with adult offenders as well.
