Creating community in reform: Images of organizational learning in inner-city schools

There's really not much happening ... The ones who have rushed to the apex of national attention ... they're in the business of getting funds, and staffing with directors and executive directors, and rubbing elbows with the politicians in order to have continued funding for all these efforts. I'm not nai:ve-how close are they to children and classrooms? You not going to change American education unless you change American teaching.
