Abstract

Argues that the economic incentives idea, advocated by economists to control pollution, are unlikely to succeed. Current efforts to develop incentive mechanisms are fragmentory and exploratory in nature and are not likely to have a major impact on existing US EPA practices. Although theoretically compelling, economic incentives overlook compatibility and various technical and political problems. -R.K.Turner
