Abstract
The purpose of this paper is to describe an actual budgeting exercise in Thailand designed to improve the equity of educational resource allocations among the various provinces. The exercise involved both a political process and a technical computer analysis of data from a subnational information system. The basic model underlying this policy analysis was based on linear regression analysis.
