Camila Fonseca Sarmiento is the director of fiscal research at the Institute for Urban and Regional Infrastructure Finance (IURIF), where she is engaged with research related to evaluating economic impacts of policies and public budgeting and finance, in particular how local governments generate sufficient revenue under increasing constraints, and how fiscal structures affect the pattern and effectiveness of public service delivery.

Camila holds a Master of Public Policy from the Humphrey School of Public Affairs, and a bachelor's degree in economics and finance from Universidad del Rosario (Colombia).

Before joining IURIF, Fonseca consulted for the World Bank and the Inter-American Development Bank and worked in her native Colombia in the financial sector. While working for these organizations, she gained experience in quantitative analysis of public policies, budgeting, and data management, including data collection and visualization.
